| Provides a forum for youth-serving agency representatives to collaborate around ways to better meet the needs of children and youth in Norfolk. NICOSTY disseminates information to agencies across South Hampton Roads to promote effective and efficient services. NICOSTY offers free trainings to member agencies in conjunction with the annual Hampton Roads Youth Services Conference held each fall.
